- Education: You must have a post-secondary credential or demonstrate experience as an active business owner-manager for at least three of the last five years with 100% ownership of the business.
Business Requirements
- Eligible Business: The business must be established and operated within British Columbia and be a for-profit entity. It should have the potential for significant economic benefit to the province.
- Ownership Percentage: You must own at least one-third (33.33%) of the business. If you are proposing a Key Staff member, you must own at least 51% of the business.
- Investment: You must make an eligible personal investment of at least CAD 200,000 in the business. If you propose a Key Staff member, the minimum investment increases to CAD 400,000.
Job Creation
You must create at least one full-time equivalent job for a Canadian citizen or permanent resident within the business. If proposing a Key Staff member, you must create at least three new jobs.

- Exploratory Visit: While not mandatory, conducting an exploratory visit to British Columbia is highly recommended to research business opportunities and the local environment.
- Business Plan: You must submit a comprehensive business plan outlining your proposed business and its potential economic benefit to BC.
- Adaptability: You may be assessed on factors such as your age, language proficiency, and business plan quality.
